I think their greater value is stopping traffic but they’re also making it harder for medics to get to them should they jump, and cops can block traffic too. So I think their only value is probably to their own sense of propriety, which ain’t nothin. At least they intended to help - most folks don’t
The fall isn’t really the issue, you would probably be injured but not dead. That is, unless traffic is moving at 70 mph beneath you, in which case you’re almost guaranteed to not only immediately die, but forever traumatize potentially dozens of drivers. I would say the value of stopping traffic is pretty high, and the trucks probably stopped before the police were ever even called if I had to guess
