If you want an emulator for development I recommend the one built in the Android SDK
Just a correction: it isn’t running natively, it’s just a default emulator, it’s still emulating, even if it makes it seem like it is not, much like Chromebook does with Android.

This is a recommendations community so telling people that Win 11 is bloated is unrelated and that there may be better options?
It’s unrelated for the question of Android emulators for PC. If you asked “What are the best Android emulators for GNU/Linux or MacOS or BSD” or “Which is the best PC OS?” or “Which is the best FOSS OS?”, then someone stating Windows has an already implemented option would criticizable.
By the way, you didn’t recommend anything, neither told better options, you just said a flaw of it. That’s not a recommendation. If I ask you what I should eat and you said shrimps inflate stomachs, that’s not a recommendation, it’s a warning at best.
