There’s murmuring in the background that I can’t make out because of the wind on the mic. The guy says “here” as he puts down the sack. “I wanted to say a few words, but these guys here…”. No idea WTF is going on, but there’s not a word about the war, as far as I can discern.

The title is quite correctly paraphrasing the events going on in the video though.
Has a slight ring to Trump throwing rolls of toilet paper to people who lost everything to a storm in Puerto Rico.
