I imagine that’s why Germany went with a non-profit cooperative model instead of the US’ (recent) for-profit corporate approach.
We originally tried the usual approach (or at least a combination of both), but because of EU laws, it wasn’t possible to do a law which gives stores permission to sell them, so this was the best thing one could still get.
