Wearos2 is android 9. Wearos3 - android 11.
Hardware of wearos2 watchfaces is years outdated and very limited (for example, ram) so developers complained that it barely can run any 3pp.
Wearos3 requires newer CPU and more ram.
On top of that some watch specific functionality was tuned as well, but here I do not know details.
