The Northern Territory Ombudsman has recommended the government formally ban spit hoods through legislation as part of a major 140-page report on the use of devices in police custody.
Also among the 18 recommendations is for NT Police to extend an existing operational ban on the use of spit hoods on children — currently not enforced by legislation — to all people in custody.
Noting that spit hoods and emergency restraint chairs were “confronting” and “extraordinary”, Commissioner Peter Shoyer said their use carried risks, including restricting the ability to breathe.
They include that spit hoods not be used on people who are intoxicated due to the higher risk of vomiting, and to implement a maximum time limit for their use.
“The reality is, there are offenders who deliberately spit on police, and as long as that continues to happen, we will advocate for adequate protection for our members,” a spokesperson said.
